📖 ABSTRACT/OVERVIEW
This study examines the relationship between poverty, social exclusion, and political participation among rural communities in Enugu State. Rural poverty and its associated social exclusions have been identified as key determinants of low political participation in sub-Saharan Africa, with poor communities systematically marginalised from formal political processes. The study is anchored on Social Exclusion Theory, particularly Hilary Silver's conceptualisation of exclusion as a multidimensional process denying individuals access to rights, resources, and political participation. A descriptive survey research design was adopted. The population comprised rural residents in five local government areas of Enugu State selected for their high poverty indices. A sample of 320 respondents was drawn using systematic random sampling. Data was collected through structured questionnaires administered in local languages and complemented by focus group discussions. Findings indicate that over 71 percent of surveyed rural residents in Enugu State had not participated in any formal political activity beyond voting in the preceding three years. The study finds that poverty-induced geographic immobility, educational deprivation, and dependence on political patrons for basic services severely constrain autonomous political participation among rural residents. It further reveals that community town hall meetings and traditional governance structures serve as more accessible channels of political engagement for rural communities than formal party structures. It is concluded that poverty and social exclusion structurally undermine meaningful political participation in Enugu State's rural areas. The study recommends targeted rural development investments and community-based civic education programmes.
