Humanitarian Corridors and Civilian Protection Diplomacy in Protracted Urban Conflicts

Background: The establishment and frequent collapse of humanitarian corridors in conflicts such as those in Gaza and Sudan between 2023 and 2024 has renewed scholarly and practitioner attention to the diplomatic negotiation processes underpinning civilian protection mechanisms in densely populated urban warfare settings. Aims/objectives: This research investigates the diplomatic and operational factors that determine the establishment, durability, and effectiveness of humanitarian corridors negotiated by international organizations and conflict parties. Method: A qualitative comparative case study was conducted using United Nations situation reports, ceasefire negotiation transcripts, and interviews with humanitarian coordination officials involved in corridor negotiations during the study period. Results: Findings reveal that corridor durability depended heavily on the presence of credible third-party guarantors and verification mechanisms, while unilateral declarations absent enforcement provisions collapsed rapidly under continued hostilities. Information asymmetries between negotiating parties regarding civilian movement routes frequently undermined operational safety despite formal agreements. Conclusion: The study concludes that durable humanitarian corridors require structured multilateral oversight rather than bilateral arrangements between warring parties alone. Strengthening the mandate and resourcing of neutral verification bodies is recommended to improve civilian protection outcomes in future protracted urban conflicts characterized by asymmetric military capabilities and fragmented command structures among armed actors operating in densely populated areas.
