Critical Infrastructure Resilience and Undersea Cable Security in the Baltic Sea

Background: A series of suspected sabotage incidents affecting undersea telecommunications cables and energy pipelines in the Baltic Sea between 2022 and 2024 has heightened concern among NATO member states regarding the vulnerability of critical maritime infrastructure to hybrid warfare tactics. Aims/objectives: This study examines the diplomatic and security policy responses of Baltic littoral states to perceived threats against undersea infrastructure and the coordination challenges within NATO's collective defense framework. Method: A qualitative analysis of NATO communiqués, national security strategy documents, and interviews with maritime security analysts from three Baltic states was conducted covering the incident period and subsequent policy responses. Results: Findings indicate that attribution challenges significantly complicated diplomatic and legal responses, as definitive evidence linking specific incidents to state actors remained elusive despite circumstantial indicators. Enhanced naval patrol coordination and information-sharing arrangements improved deterrence posture, though gaps in underwater surveillance technology persisted across the region. Conclusion: The study concludes that hybrid threats to undersea infrastructure represent an emerging security domain requiring specialized multilateral response mechanisms beyond conventional collective defense frameworks. Strengthening dedicated infrastructure protection task forces within NATO and enhancing attribution capabilities are recommended to deter future incidents in this strategically vital maritime region that underpins regional energy and communications networks.
