📖 ABSTRACT/OVERVIEW
Background: The proliferation of national and regional artificial intelligence regulatory frameworks since 2023, including the European Union's AI Act and competing approaches from the United States and China, has generated significant diplomatic complexity in efforts toward international artificial intelligence governance coordination. Aims/objectives: This research examines how divergent regulatory philosophies among major powers affect prospects for harmonized international artificial intelligence governance standards within multilateral forums. Method: A qualitative comparative policy analysis was conducted using regulatory texts, G7 and United Nations artificial intelligence summit declarations, and interviews with technology policy experts covering developments through 2024. Results: Findings indicate that the European Union's risk-based regulatory approach, the United States' innovation-oriented framework, and China's state-centric governance model reflect fundamentally different conceptions of acceptable trade-offs between innovation, security, and individual rights, complicating efforts toward binding international standards. Voluntary commitment frameworks achieved limited but meaningful coordination on narrow safety issues such as frontier model risk assessment. Conclusion: The research concludes that comprehensive binding international artificial intelligence governance remains unlikely in the near term given fundamental regulatory philosophy divergence among major powers. Incremental coordination through technical standard-setting bodies and voluntary safety commitments represents the most viable pathway toward meaningful international cooperation in this domain over the coming years of rapid technological advancement.
