Diaspora Lobbying and Foreign Policy Influence in Multicultural Democracies

Background: The growing visibility of diaspora advocacy organizations influencing foreign policy debates in multicultural democracies, particularly regarding conflicts in Ukraine, Gaza, and Armenia between 2022 and 2024, has renewed scholarly interest in the mechanisms through which diaspora communities shape host country foreign policy positions. Aims/objectives: This study examines the strategies and relative effectiveness of diaspora lobbying organizations in influencing legislative and executive foreign policy decisions within selected multicultural democratic states. Method: A qualitative comparative case study was conducted using legislative records, advocacy organization publications, and interviews with policy practitioners and diaspora community representatives across two democratic states between 2022 and 2024. Results: Findings indicate that diaspora influence varied significantly based on community size, electoral concentration in competitive districts, and organizational sophistication in coalition-building with broader civil society networks, with electorally concentrated communities achieving disproportionate policy access relative to population share. Counter-mobilization from opposing diaspora groups occasionally neutralized initial advocacy gains. Conclusion: The study concludes that diaspora lobbying represents a significant but uneven channel of foreign policy influence shaped heavily by domestic electoral geography rather than purely the merits of specific policy positions advocated. Further research into the democratic accountability implications of such influence channels is recommended for future scholarly attention.
