Transitional Justice Diplomacy and International Support for Post-Conflict Reconciliation in Colombia

Background: The ongoing implementation of Colombia's 2016 peace agreement, including the work of the Special Jurisdiction for Peace and continued international monitoring through 2023 and 2024, has generated sustained diplomatic engagement from international actors supporting transitional justice and reconciliation processes amid persistent security challenges from dissident armed groups. Aims/objectives: This research examines the role of international diplomatic and financial support in sustaining Colombia's transitional justice institutions amid domestic political contestation over peace agreement implementation. Method: A qualitative case study approach was adopted, drawing on Special Jurisdiction for Peace rulings, United Nations verification mission reports, and interviews with transitional justice practitioners and international donor representatives. Results: Findings indicate that sustained international diplomatic attention and conditional financial assistance provided important leverage supporting continued institutional functioning despite domestic political resistance from sectors opposed to the peace agreement's transitional justice provisions. Persistent violence against social leaders and demobilized combatants in peripheral regions, however, continued to undermine reconciliation objectives despite institutional progress. Conclusion: The study concludes that international diplomatic support has proven essential to sustaining transitional justice institutions against domestic political headwinds, though continued territorial insecurity limits the practical realization of reconciliation objectives. Sustained international engagement combined with strengthened territorial security provision is recommended for continued progress.
