Nigeria's deepening engagement with China through bilateral infrastructure agreements has attracted increasing scholarly attention, particularly as these partnerships produce tangible effects at the subnational level. Enugu State, as a major commercial hub in southeastern Nigeria, provides a relevant context for examining how federal-level diplomatic arrangements translate into local developmental outcomes. This study investigates the role of China-Nigeria infrastructure diplomacy in shaping development priorities within Enugu State, with particular reference to road construction, energy supply, and industrial corridor projects executed between 2020 and 2024. The research adopts a qualitative methodology, drawing on elite interviews with state-level government officials, policy documents, and secondary data sourced from diplomatic communiques and development agency reports. Dependency theory and the concept of developmental diplomacy serve as the theoretical anchors for this analysis. Preliminary findings indicate that while Chinese-financed infrastructure projects have improved physical connectivity in selected areas of Enugu State, concerns persist regarding debt sustainability, technology transfer gaps, and the limited involvement of local contractors. The study further reveals that subnational governments exercise minimal agency in negotiating the terms of these bilateral arrangements, raising questions about the alignment between national diplomatic goals and local development needs. This research contributes to the emerging literature on subnational international relations and Africa-China engagement by grounding macro-level diplomatic analysis within a specific Nigerian state context. It recommends institutional frameworks that allow subnational governments to participate more actively in infrastructure diplomacy negotiations.
