Nigeria-European Union Development Partnership and Educational Aid Flows in Enugu State: An Evaluative Study

Development partnerships between Nigeria and the European Union have produced a diverse portfolio of sectoral interventions spanning governance, health, agriculture, and education. Within this framework, education-sector aid directed at Nigerian states, including Enugu, has been cited as a strategic tool for addressing human capital deficits and fostering long-term development resilience. This study evaluates the effectiveness of EU-funded educational aid programs implemented in Enugu State between 2019 and 2024, focusing on infrastructure rehabilitation, teacher training, and girls' education initiatives. A qualitative evaluation design is adopted, employing document review, key informant interviews with EU delegation officials, Enugu State Ministry of Education representatives, and school administrators, as well as beneficiary focus group discussions in selected local government areas. The study is theoretically anchored in aid effectiveness theory and the capability approach to human development. Findings suggest that EU educational interventions have produced measurable improvements in school enrollment and learning infrastructure in targeted communities; however, sustainability concerns are prominent, as many gains are contingent on continued donor funding rather than state budget integration. Respondents also identify misalignment between EU program design priorities and locally identified educational needs. The study concludes that the Nigeria-EU development partnership's educational pillar would benefit from stronger participatory design processes and more systematic linkage to Enugu State's own medium-term educational development plans.
