Security Sector Reform, Foreign Military Training, and Counterinsurgency Effectiveness: Interrogating External Influence in Nigeria’s Southeastern Zone

Nigeria's security sector has received sustained external engagement through foreign military training programs, bilateral defence partnerships, and multilateral security assistance frameworks, all of which are ostensibly designed to improve counterinsurgency capabilities and institutional accountability. In southeastern Nigeria, including Enugu State, rising incidents of armed separatist agitation and criminal violence have sharpened the policy relevance of security sector reform as both a domestic governance priority and an international relations concern. This study examines how foreign military training and defence cooperation agreements have shaped the effectiveness and conduct of security operations in Nigeria's southeastern zone, with particular attention to implications for human rights compliance and community relations. A qualitative methodology is employed, drawing on secondary data from published security reports, defence ministry statements, and academic literature, supplemented by interviews with retired security officers and civil society monitors operating in the southeast. Liberal peace theory and the norm diffusion framework serve as theoretical guides. The research finds that while foreign training programs have enhanced tactical capabilities in areas such as intelligence gathering and crowd management, they have been less successful in embedding accountable use-of-force norms among deployed units. Civilian testimonies from Enugu communities indicate persistent concerns about disproportionate security responses during civil disturbances. The study recommends that foreign defence partners condition training support on verifiable compliance benchmarks related to human rights and community engagement protocols.
