Ethnic Nationalism, Separatist Movements, and Nigeria’s Internal Diplomacy in the Southeast

The resurgence of ethnic nationalist agitation in Nigeria's southeastern states, most visibly through the activities of pro-Biafra movements, has generated significant tensions between the federal government, state governments, and international observers concerned with human rights and self-determination norms. Ebonyi State, though not the historical epicenter of Igbo separatist mobilization, has experienced the ripple effects of this phenomenon through security crackdowns, sit-at-home enforcement, and political uncertainty. This study examines how Nigeria's internal diplomacy has sought to manage ethnic nationalist pressures in the southeast, with a focus on the interplay between government responses, international human rights scrutiny, and community resilience in Ebonyi State between 2020 and 2024. A qualitative methodology is employed, drawing on documentary analysis of government security communiques, human rights organization reports, and United Nations Universal Periodic Review submissions, alongside interviews with community leaders, legal advocates, and political analysts. The study is theoretically grounded in ethnic conflict theory and the concept of internal diplomacy as a tool of state cohesion. Findings reveal that the federal government's predominantly security-centric response has deepened political grievances rather than addressing the structural inequities that fuel separatist sympathy. International human rights mechanisms have documented extrajudicial actions but lack enforcement capacity in Nigeria's sovereign space. The research recommends dialogue-centered internal diplomacy, including structured consultation with civic and traditional leaders, as a complement to security approaches.
