International Climate Finance, Green Infrastructure, and Rural Adaptation in Ebonyi State

Climate change poses disproportionate risks to agrarian communities in sub-Saharan Africa, and international climate finance mechanisms have emerged as critical instruments for supporting adaptation and resilience in low-income, climate-vulnerable countries such as Nigeria. Ebonyi State, whose rural economy depends heavily on rain-fed agriculture and riverine livelihoods, faces mounting climate-related stresses, including flooding, soil degradation, and unpredictable planting seasons. This study investigates the accessibility, allocation, and effectiveness of international climate finance directed at rural adaptation initiatives in Ebonyi State between 2020 and 2024, with reference to programs funded through the Green Climate Fund, the Adaptation Fund, and multilateral development banks. A qualitative research design is employed, incorporating interviews with state environmental officials, rural community representatives, and international climate finance intermediaries, alongside analysis of project appraisal documents. Climate justice theory and political ecology provide the theoretical framing. The study finds that Ebonyi State has received limited direct access to international climate finance, with most funds channeled through federal-level ministries and national implementing entities that prioritize urban and infrastructure projects over rural adaptation. Community respondents report minimal awareness of international climate finance programs and limited participation in program design or implementation processes. The research identifies capacity constraints at the state level, including inadequate technical expertise in climate finance proposal development, as a key barrier. Recommendations include subnational climate finance readiness programs and dedicated community-based adaptation fund windows.
