Debt Diplomacy, Multilateral Lending Institutions, and Nigeria’s Fiscal Sovereignty

Nigeria's engagement with multilateral lending institutions, primarily the International Monetary Fund and the World Bank, has been characterized by cycles of borrowing, structural adjustment, and sovereignty contestation that span several decades. In the post-pandemic fiscal environment, Nigeria's debt burden has escalated significantly, raising renewed scholarly and policy debate about the implications of multilateral lending conditionalities for Nigeria's economic sovereignty and development policy autonomy. This study examines Nigeria's contemporary debt diplomacy with multilateral institutions, analyzing the terms of recent lending arrangements, the political dynamics of conditionality negotiations, and the implications for Nigeria's fiscal policy space between 2020 and 2024. Scholars and students at Nnamdi Azikiwe University, Awka contribute analytical perspectives through a qualitative methodology comprising faculty interviews, focus group discussions with graduate students of international political economy, and documentary analysis of IMF Article IV consultations and World Bank program documents. Dependency theory and the political economy of international finance frame the inquiry. Findings indicate that while multilateral lending has provided Nigeria with essential liquidity support during economic shocks, attached conditions, particularly around subsidy removal and exchange rate unification, have imposed social adjustment costs that fall disproportionately on low-income Nigerians. Nigeria's negotiating leverage with multilateral institutions is constrained by structural macroeconomic vulnerabilities and geopolitical positioning. The study recommends a diversified external financing strategy that reduces dependence on traditional multilateral lenders while leveraging capital market instruments and strategic bilateral partners.
