Nigeria’s Foreign Policy Decision-Making Process, Elite Interests, and the Case of OPEC Membership

Nigeria's membership in the Organization of the Petroleum Exporting Countries (OPEC) represents one of its most consequential and enduring foreign policy alignments, shaping its energy diplomacy, production policy, and relationships with major oil-consuming nations and rival producers. The decision-making processes surrounding Nigeria's OPEC membership and its periodic adjustments to production quota compliance reveal important insights into how elite interests, institutional dynamics, and external pressures interact within Nigerian foreign policy. This study examines the political economy of Nigeria's OPEC membership and quota compliance behavior between 2019 and 2024, with attention to how domestic elite interests in the petroleum sector interact with foreign policy commitments. Conducted within the academic framework of Imo State University, the research employs a qualitative methodology combining analysis of OPEC ministerial communiques, Nigerian National Petroleum Company production records, and interviews with energy economists, retired diplomats, and policy analysts. Foreign policy analysis and the bureaucratic politics model provide the theoretical framework. Findings reveal significant tensions between OPEC production discipline commitments and Nigeria's fiscal imperative to maximize oil revenue, particularly during periods of acute budget deficit. Elite interests within Nigeria's petroleum sector frequently incentivize overproduction relative to OPEC quotas, undermining Nigeria's diplomatic credibility within the cartel. The study also finds that OPEC membership generates important diplomatic coalitions with Gulf states that extend beyond energy governance into broader geopolitical alignment. Recommendations include stronger institutional mechanisms for OPEC quota compliance and a diversified energy diplomacy strategy that reduces Nigeria's structural dependence on oil revenue.
