Assessment of Smart Technology Integration in New Office Building Developments in Victoria Island, Lagos

Smart building technology integration is increasingly influencing the design, commissioning, and operation of new commercial office developments globally, and its application in Lagos's premium commercial district is creating a new generation of technologically sophisticated office buildings whose performance and management practices merit professional evaluation. This study assesses smart technology integration in ten new office building developments completed between 2019 and 2024 in Victoria Island and its immediate extensions. The study examines the types of smart systems installed, their integration into building management platforms, commissioning quality, operational performance against design targets, and facilities management capacity to operate and maintain smart systems. Data were collected through structured interviews with project architects, building services engineers, and facilities managers, supplemented by building management system data reviews and physical system operational tests. Results indicate that smart lighting control systems were installed in all ten buildings and functioning as designed in seven. Building management systems integrating HVAC, security, and lighting were installed in eight buildings but were operating in full integration mode in only three, primarily due to commissioning deficiencies and contractor handover gaps. Energy monitoring with real-time dashboard reporting was functional in four buildings. Facilities managers reported significant skill gaps in operating advanced building management systems in seven cases. Investment in smart technology increased average building construction costs by an estimated eight to twelve percent but demonstrated energy saving paybacks within four to seven years in the three fully operational integrated cases. The study recommends a post-occupancy smart systems commissioning verification standard for Lagos commercial developments.
