📖 ABSTRACT/OVERVIEW
The demographic dividend offers significant economic growth potential for Nigerian states, but translating demographic evidence into actionable state development planning requires an original policy integration framework that bridges demography and public administration theory. This study developed an original Demographic Dividend Policy Integration Framework for Nigerian State Development Plans, drawing on theory, practice analysis, and empirical evidence across twelve states representing all geopolitical zones. A multi-phase framework development methodology was employed: systematic review of demographic dividend planning frameworks (53 publications from 2018 to 2024), analysis of twelve state development plans for demographic evidence integration, structured consultations with 35 state planning commissioners, demographers, and UNFPA advisors, and case study analysis of Kenya and Rwanda's experience translating demographic evidence into national plans. The development plan analysis confirmed that ten of twelve state plans mentioned population in a static descriptive context without dynamic demographic analysis, that age-structure implications for social service demand were absent in all twelve plans, and that fertility transition as a policy driver was absent in eleven of twelve. The original DDPI Framework proposes a five-phase integration process: demographic situational analysis, dividend opportunity mapping, policy alignment across sectors (health, education, employment), financing requirements, and monitoring and accountability. Original theoretical contributions include the State Dividend Readiness Score methodology. Expert review by 22 demographic planning and policy integration specialists confirmed the framework's original contribution.
