Challenges of Implementing Inclusive Education for Students with Hearing Impairment in Oyo State Schools

This study investigates the challenges of implementing inclusive education for students with hearing impairment in mainstream and special secondary schools in Oyo State, South West Nigeria. Students with hearing impairment face unique communication barriers in mainstream classrooms where sign language interpretation, captioning, and adapted instructional approaches are rarely available. Despite inclusion policy provisions, practical implementation remains severely constrained by resource, training, and attitudinal barriers. A mixed-method design was employed, with surveys of 50 teachers of the hearing impaired, 20 school administrators, and 60 students with hearing impairment, supplemented by interviews with parents and sign language interpreters across 10 schools in Ibadan and Ogbomosho. Implementation challenges assessed include availability of sign language interpreters, adapted examination provisions, specialist teacher deployment, assistive technology access, and community acceptance. Thematic analysis and descriptive statistics were applied. Results reveal that the most severe implementation challenges are the near-total absence of sign language interpreters in mainstream schools, lack of captioned learning materials, and the limited availability of teachers trained in hearing impairment education. Mainstream students with hearing impairment were found to be largely isolated in classroom interactions. The study concludes that inclusive education for hearing-impaired students in Oyo State is implementation-challenged at a fundamental level. It recommends urgent training of sign language interpreters, provision of assistive technology, and reform of examination accommodation policies to enable genuine educational inclusion for this population.
