Analysing the Social and Environmental Determinants of Compliance with Environmental Regulations in Nigerian Industry

This study analyses the social and environmental determinants of industry compliance with environmental regulations in Nigeria, empirically examining why some industrial firms maintain higher compliance rates than others across sectors and regions. Environmental regulatory compliance in Nigeria is widely regarded as weak, but the specific factors that drive or inhibit compliance behaviour have not been subjected to systematic multi-sector empirical analysis. The study employs a structured survey of 180 environmental managers and compliance officers drawn from manufacturing, petroleum, mining, and food processing enterprises in Lagos, Rivers, Kano, and Abuja, capturing firm-level compliance rates, management practices, regulatory encounter frequency, community pressure exposure, and perceptions of regulatory legitimacy and enforcement. Econometric analysis applies ordinary least squares and binary probit regression to model compliance determinants. Results indicate that the three strongest predictors of higher compliance are multinational corporate ownership (significantly positive), community environmental pressure from organised community groups (significantly positive), and regulatory inspection frequency (significantly positive). Regulatory penalty severity is not a significant predictor of compliance, consistent with low enforcement credibility in the Nigerian context. Industry sector membership and geographic location are not significant predictors after controlling for ownership structure. The study concludes that community pressure functions as an effective informal regulatory mechanism in Nigeria's weak formal enforcement context. Recommendations include formalising community environmental monitoring as a complementary enforcement layer through legislative recognition of community environmental committees.
