Analytical Study of Environmental Policy Integration in Nigeria’s Agricultural Sector Plans

This study analytically examines the integration of environmental management objectives into Nigeria's major agricultural sector policy documents and development plans, assessing the degree to which environmental sustainability considerations are mainstreamed into agricultural planning and implementation frameworks. Agricultural expansion and intensification are primary drivers of environmental change in Nigeria, but the extent to which environmental management considerations are actually built into sectoral policy architecture, rather than being treated as an external constraint, has not been systematically assessed. The study employs a policy coherence analytical framework, reviewing the Agricultural Promotion Policy, the National Food System Transition Framework, the National Agricultural Technology and Innovation Policy, and the National Environmental Policy, alongside five selected state agricultural development programme documents from diverse ecological zones. Analysis assesses the presence, strength, and operational specificity of environmental management language in each document, as well as the institutional mechanisms for cross-sector coordination between agricultural and environmental ministries. Results show that national-level agricultural policy documents contain environmental management language that is predominantly aspirational rather than operationally specific. The institutional mechanisms for integrating environmental considerations into annual agricultural programme implementation are absent or non-functional in all reviewed documents. State-level agricultural development programme documents show even weaker environmental management integration than national documents. Environmental impact assessment requirements for agricultural schemes are referenced but rarely operationalised in project-level documentation. The study identifies specific policy amendment opportunities in all reviewed documents. Recommendations include developing an Agricultural Environmental Integration Protocol as a mandatory governance instrument for Nigerian agricultural programme design.
