Assessment of Property Management Practices in Purpose-Built Residential Estates in Port Harcourt

This study assesses property management practices in purpose-built gated residential estates in Port Harcourt, Rivers State, South South Nigeria, evaluating the quality of management services, resident satisfaction, and the operational challenges faced by estate management firms. Port Harcourt's oil industry has historically sustained a market for high-quality residential estates catering to expatriate and senior Nigerian professional households, creating a distinct segment of the residential property market where professional property management is expected but not always delivered effectively. The study employs a cross-sectional survey, administering questionnaires to 160 residents and 20 estate management company representatives across six major gated residential estates in GRA Phase 1, GRA Phase 2, and Peter Odili Road areas. Parameters assessed include maintenance quality, security provision, utility management, communal area upkeep, lease administration responsiveness, and overall satisfaction. Findings reveal that security service quality is rated highest across all estates, while utility management, particularly generator maintenance and water supply reliability, receives the lowest satisfaction scores. Estate management fee collection is a consistent challenge, with a significant proportion of estate fees in arrears across all sampled estates. Disputes between residents and management companies over maintenance standards are common and rarely resolved through formal mechanisms. The study recommends that all residential estate management firms in Port Harcourt register with the NIESV, adopt service level agreements with performance metrics, and establish independent residents' committees to provide oversight of management performance.
