Evaluation of German Language Courses Offered by Private Language Institutes in Enugu State

This study evaluates the quality and effectiveness of German language courses offered by private language institutes in Enugu State, South East Nigeria. Private language institutes have emerged as important providers of German language education, serving a diverse clientele that includes prospective migrants, university applicants, and professionals seeking to enhance their career prospects. The quality of these programmes, however, varies considerably and is largely unregulated. The study employs a programme evaluation design informed by Kirkpatrick's four-level evaluation model, assessing reaction, learning, behaviour, and results across six private German language institutes in Enugu and Onitsha. Data are collected through student satisfaction surveys administered to 150 current students, standardised proficiency tests, instructor interviews, and institutional documentation review. Findings reveal significant variation in programme quality across institutes, with key differentiators including instructor qualifications, availability of audio-visual resources, and adherence to a structured curriculum. Student satisfaction does not consistently correlate with measured learning outcomes, suggesting that quality perceptions alone are insufficient indicators of programme effectiveness. The study recommends the development of a national quality assurance framework for private German language providers, including minimum standards for instructor accreditation and curriculum design.
