Gender and Political Representation in the Rivers State House of Assembly

This study examines the extent of gender representation in the Rivers State House of Assembly and the structural barriers that limit women's political participation in the South South geopolitical zone of Nigeria. Despite constitutional guarantees of equal civic rights, women remain significantly underrepresented in Nigerian legislative bodies at both federal and state levels. Using a descriptive research design, the study analyses data on the gender composition of the Rivers State House of Assembly across four legislative terms from 2011 to 2023, supplemented by semi-structured interviews with female political aspirants, party officials, and gender-focused civil society groups. The study is theoretically anchored in feminist political theory, which interrogates how patriarchal norms and institutional structures systematically disadvantage women in electoral politics. Findings reveal that cultural attitudes associating political leadership with masculinity, inadequate financial support for female candidates, and the absence of enforceable gender quotas within political parties are the primary barriers to women's legislative representation in Rivers State. The study further notes that the limited number of women elected to the House of Assembly reflects a broader national pattern rather than a localised anomaly. Practical recommendations include the adoption of affirmative action policies by major political parties, targeted political capacity-building programmes for women, and legislative amendments requiring minimum female representation on party candidate lists. This study adds to the Nigerian literature on gender and democratic governance and is relevant to policy actors engaged with electoral reform and women's empowerment.
