Women in Local Governance: A Study of Female Councillors in Katsina State

This study investigates the experiences and political effectiveness of female councillors in local government areas across Katsina State, examining how gender intersects with institutional, cultural, and partisan factors in shaping women's legislative participation at the sub-state level. Women's representation in local governance has been advocated as a pathway for amplifying women's voices in the policy decisions most directly affecting their everyday lives, yet female participation in local councils across northern Nigeria remains severely limited. Using a qualitative design, the study conducts in-depth interviews with 16 female councillors and council chairpersons drawn from eight local government areas of Katsina State, as well as interviews with male councillors and community representatives regarding their perceptions of female political participation. The intersectionality framework and gender and politics literature are applied to analyse the compound barriers facing women in northern Nigerian local politics. Findings reveal that female councillors in Katsina State face intersecting challenges of cultural norms restricting women's public roles, party gatekeeping that limits women's access to winnable seats, and within-council marginalisation that confines female representatives to social welfare portfolios. Despite these constraints, several female councillors demonstrated significant policy effectiveness in improving maternal health services and school enrolment for girls within their wards. Recommendations include party-level gender quotas for local council nominations, structured mentoring for female political aspirants, and public awareness campaigns challenging discriminatory attitudes toward women in politics.
