A Theory of Urban Informal Settlement Formation and Consolidation in Nigerian Cities: Implications for Estate Management Policy

This dissertation develops an original theory of informal settlement formation and consolidation in Nigerian cities, integrating insights from urban economics, political economy, institutional theory, and African urban studies to explain how informal settlements emerge, persist, expand, and sometimes consolidate into more secure and well-serviced communities, with implications for estate management policy and practice. Nigeria's urban population is predominantly housed in informal settlements, yet the estate management discipline has engaged inadequately with the theoretical and practical dimensions of informal urban land and housing markets. The dissertation makes four original theoretical contributions: a demand-side formation theory explaining how the interaction of rural-urban migration dynamics, formal housing market failures, and land access constraints channels household location decisions into informal settlement; a supply-side formation theory explaining how different forms of informal land supply, from customary land market providers to political land patronage networks, create the varied governance and security profiles of Nigerian informal settlements; a consolidation theory explaining under what conditions informal settlements transition towards more secure tenure, better services, and improved housing quality; and a political economy theory of informal settlement governance explaining how settlements interact with formal state institutions through negotiation, threat, and provision reciprocities. The theoretical framework is grounded in 24 months of ethnographic fieldwork in three informal settlements in Lagos and three in Kano, combining ethnographic observation, 200 household interviews, and 60 key informant interviews with settlement leaders, government officials, and estate professionals. Policy implications for informal settlement management, upgrading policy, and tenure regularisation are developed.
