Analysis of Housing Supply Constraints in Enugu Urban Area

This study analyses the structural constraints limiting housing supply in Enugu Urban Area, Enugu State, South East Nigeria, examining the barriers that prevent formal housing production from expanding to meet growing urban demand. Housing supply constraints are critical to understanding housing affordability and access, as inadequate supply drives price escalation that prices out low- and middle-income households. The study employs a mixed-methods approach, combining structured interviews with 40 residential property developers, 20 contractors, and 15 housing policy officials from the Enugu State Ministry of Lands and Urban Development. A documentary review of the Enugu Development Plan and building permit data over a five-year period supplements the primary data. Findings identify five principal supply constraints: high and unpredictable cost of building materials, particularly cement and iron rods; lengthy land allocation and documentation processes at the ministry that add six to twelve months to development timelines; scarcity and high cost of serviced residential land plots in accessible urban areas; limited access to development finance for small-scale developers; and inadequate urban infrastructure, particularly water and road access, in peripheral zones earmarked for residential expansion. The interaction of these constraints creates a production cost structure that makes formal housing affordable only to high-income households. Recommendations include fast-tracking the Enugu Metropolitan Development Authority's land development programme, establishing a state development finance facility for registered residential developers, and introducing a pre-application planning advice service to reduce developer uncertainty.
