This study analyses the National Housing Policy of Nigeria, examining its stated objectives, implementation performance, and the gaps that have prevented successive housing policies from achieving their targets since independence. Nigeria has formulated multiple national housing policies, yet the country faces a housing deficit estimated at over 28 million units, indicating a persistent disconnect between policy design and delivery. The study employs a documentary and content analysis methodology, systematically reviewing the 1991, 2002, and 2012 National Housing Policies alongside implementation reports, National Bureau of Statistics housing data, and academic critiques of housing policy outcomes. Analysis identifies the programme components, target groups, institutional responsibilities, and funding mechanisms specified in each policy iteration and assesses their implementation performance against available data. Findings reveal recurring patterns of policy under-implementation: inadequate capital allocation relative to stated targets, institutional fragmentation between federal and state housing delivery agencies, repeated failure to operationalise the National Housing Fund as a primary financing vehicle, and insufficient attention to enabling frameworks for private sector-led housing production. Land administration reforms promised in successive policies have remained partial or nominal. The analysis shows that the 2012 policy's private sector partnership emphasis has produced modest results in high-income housing but has not addressed the majority low-income housing deficit. Recommendations include redesigning housing policy around an enabling regulatory and fiscal environment rather than public sector construction targets, and establishing a dedicated housing delivery monitoring body.
