Assessment of Oil Spill Response Preparedness in Nigeria’s Coastal Oil-Producing Communities

Despite the frequency and ecological cost of oil spills in Nigeria's coastal zone, the capacity of communities and government agencies to respond effectively remains inadequately assessed and documented. This study evaluated the oil spill response preparedness of coastal oil-producing communities in the Niger Delta, with a focus on institutional capacity, equipment availability, response time, and community awareness levels. The study covered communities in Rivers State and Delta State and employed a mixed-methods design combining structured facility audits, key informant interviews with emergency coordinators, and community awareness surveys administered to 145 residents. National and international oil spill response standards including NOSDRA regulations and the International Maritime Organization's OPRC convention requirements were used as benchmarks. Results revealed significant deficiencies across all preparedness dimensions. Response equipment inventories at state NOSDRA offices were found to be below the mandated minimum. Average oil company response mobilisation times exceeded the 24-hour benchmark in 68 percent of documented incidents between 2021 and 2024. Community awareness of spill notification procedures was low, with only 29 percent of surveyed residents knowing how to report a spill. Inter-agency coordination between NOSDRA, DPR, and state emergency management agencies was described as poor by all key informants. The study recommends mandatory annual spill response drills, community response first responder training, and publication of spill response audit findings to improve accountability.
