Assessment of the Economic Effects of Community Development Programmes in Cross River State

Community development programmes are intended to stimulate local economic activity and welfare improvements, and assessing their economic effects in Cross River State provides evidence for evaluating state and donor-funded community investment programmes. This study assessed the economic effects of selected community development programmes in Calabar Municipality, Biase, and Abi Local Government Areas, Cross River State. A mixed-methods design compared economic welfare indicators between 150 programme beneficiary households and 150 matched non-beneficiaries. Data collected covered income, employment, asset acquisition, and access to social services. Focus group discussions with community development committee members supplemented quantitative analysis. Propensity score matching and difference-in-differences estimation were used. Results showed that programme beneficiaries demonstrated a 16.8 percent higher average per capita monthly income than matched non-beneficiaries (p < 0.05). Employment creation by beneficiary-funded enterprises averaged 3.2 jobs per community project. Infrastructure improvements (roads, water) in target communities reduced household productive time loss by an estimated 4.3 hours weekly. However, 27 percent of funded projects experienced sustainability challenges within two years, primarily due to management capacity gaps. Community cohesion, proxied by cooperative membership, was significantly associated with project sustainability. The study concludes that community development programmes generate modest but meaningful economic gains in Cross River State. Recommendations include strengthening community management capacity, linking programmes to formal microfinance, and implementing mandatory sustainability plans.
