Chinese Tourism Investment in Nigeria: Professional Management of Cultural Tourism Sites in Cross River State

Chinese tourism investment in Nigeria, while modest compared to infrastructure and manufacturing, has begun to emerge in cultural and eco-tourism development, particularly in states with significant natural and heritage assets. Cross River State in the South South zone, renowned for its biodiversity and cultural festivals, has attracted expressions of interest from Chinese tourism investors. This study examines the professional management challenges and opportunities of Chinese tourism investment at cultural sites in Cross River State. A professional case study design was adopted, incorporating structured interviews with ten Cross River State Tourism Bureau officials, five representatives of Chinese tourism development companies that have conducted feasibility studies in the state, and eight civil society representatives from communities adjacent to proposed tourism development sites. Findings indicate that Chinese tourism investors are primarily interested in eco-resort development and cultural heritage village projects targeting the international Chinese tourist market. Community land tenure complications and inadequate environmental impact assessment capacity in state agencies are identified as the primary investment barriers. Cultural sensitivity to Calabar heritage site development is high among affected communities. The study concludes that Cross River State can attract Chinese tourism investment productively if it strengthens regulatory frameworks for community benefit sharing, environmental protection, and heritage preservation. A Cross River-China Cultural Tourism Investment Protocol is recommended as a professional framework for managing future engagements.
