Sino-Nigerian Cooperation in Agriculture: Professional Frameworks for Sustainable Partnership

China has provided agricultural technical assistance and investment to Nigeria through multiple bilateral frameworks, but the professional management of these partnerships at the field implementation level is inconsistent and frequently lacks sustainability planning. This study examines the professional frameworks governing Sino-Nigerian agricultural cooperation programmes and assesses their implementation effectiveness through case studies in Ogun State and Benue State. A professional assessment design was adopted, combining documentary analysis of agricultural cooperation memoranda of understanding, project implementation reports, and development evaluation records with structured interviews with 25 Nigerian agricultural extension officers, five Chinese agricultural technical advisors, and ten programme beneficiaries across the two states. Findings indicate that successful Sino-Nigerian agricultural partnerships share three professional design features: adaptation of Chinese techniques to Nigerian agroecological conditions, sustained on-site technical presence rather than episodic expert missions, and value chain linkage that connects demonstration farm productivity gains to market access. Short-term technical mission models produce temporary productivity improvements without lasting institutional change. Inadequate documentation of technical knowledge transferred limits replication. The study concludes that professional frameworks for Sino-Nigerian agricultural cooperation should mandate minimum partnership durations of three years, systematic knowledge documentation, and joint monitoring committees including Nigerian beneficiary representatives. It recommends the Federal Ministry of Agriculture formalise these standards in its agricultural cooperation agreement template.
