Corruption and Its Effect on Local Government Service Delivery in Osun State: A Study of Osogbo Local Government Area

This study investigates the effect of corruption on service delivery performance in Osogbo Local Government Area of Osun State, South West Nigeria. Corruption at the local government level manifests through procurement fraud, payroll padding, diversion of statutory allocations, and bribery in service provision, all of which significantly diminish public resources available for developmental activities. The study employs a descriptive survey design, with structured questionnaires administered to 200 respondents comprising local government employees, market traders, community development association leaders, and civil society representatives. The study is theoretically anchored on the Rent-Seeking Theory and the Institutional Corruption Framework. Secondary data is obtained from the Osun State Bureau of Statistics, Auditor General reports, and recent academic literature on corruption and governance in Nigeria. Descriptive statistics and regression analysis are used to measure the relationship between perceived corruption levels and service delivery outcomes. Findings are expected to confirm that corruption significantly reduces the quality and coverage of services in road maintenance, waste management, and social welfare programs. The study recommends the establishment of an independent local government anti-corruption monitoring unit, regular forensic auditing of local government accounts, and enhanced whistleblower protection mechanisms in Osun State.
