Critical Minerals Geopolitics and the Democratic Republic of Congo’s Cobalt Diplomacy

Background: The Democratic Republic of Congo's dominant position in global cobalt production, essential for electric vehicle battery manufacturing, has attracted intensified diplomatic competition between Chinese mining investors and Western governments seeking supply chain diversification since 2022, amid persistent governance and human rights concerns in the artisanal mining sector. Aims/objectives: This study examines how the Congolese government leverages its cobalt resource position in diplomatic negotiations with competing external investors while addressing domestic governance and labor rights challenges within the mining sector. Method: A qualitative case study approach was adopted, drawing on mining contract reviews, government revenue disclosure reports, and interviews with resource governance specialists and mining sector officials conducted between 2023 and 2024. Results: Findings indicate that contract renegotiation efforts targeting earlier Chinese investment agreements yielded modestly improved revenue terms for the state, while Western diplomatic initiatives promoting alternative supply chains struggled to match Chinese capital deployment speed and risk tolerance in the volatile mining investment environment. Persistent governance weaknesses continued to limit broader developmental benefits from resource revenues. Conclusion: The research concludes that critical mineral diplomacy has provided the Congolese state with incremental negotiating leverage but has not resolved underlying governance deficits constraining equitable resource benefit distribution. Strengthening domestic regulatory capacity and revenue transparency mechanisms is recommended to convert diplomatic leverage into sustainable development outcomes for affected mining communities.
