Critical Theory and the Post-Colonial Development State in Sub-Saharan Africa: Reconceptualising Development Policy for the 21st Century

This study applies critical theory to reconceptualise the post-colonial development state in sub-Saharan Africa and proposes an alternative normative framework for development policy design in the 21st century. Mainstream development frameworks anchored in Washington Consensus and post-Washington Consensus variants have been extensively critiqued for their insufficient attention to historical power relations, colonial inheritance, and the structural constraints facing post-colonial states. Drawing on critical development theory, post-colonial studies, and recent heterodox development economics literature from 2019 to 2024, the study employs a critical theoretical research design. A systematic review of development policy theoretical literature spanning 1960 to 2024 is conducted across 480 peer-reviewed texts and policy documents. Discourse analysis and genealogical critique are applied to deconstruct dominant development policy paradigms and their knowledge claims. The study is anchored in the Nigerian experience but draws illustrative comparisons with Cameroon, Ghana, and Tanzania. The study's original theoretical contribution is a Post-Colonial Policy Capability Framework that integrates epistemic sovereignty, structural transformation imperatives, participatory governance, and ecological sustainability as co-equal pillars of development policy architecture. This framework challenges both externally prescribed policy conditionality and uncritical state-led developmentalism. Findings will generate substantive contributions to development policy theory, post-colonial governance studies, and the global discourse on alternative development paradigms relevant to African states.
