Designing a Strategic Planning Framework for Multipurpose Cooperative Societies in Niger State

Strategic planning is a fundamental management discipline that enables organisations to set goals, allocate resources, and align activities toward long-term objectives. Most multipurpose cooperatives in Niger State operate without strategic plans, reacting to immediate challenges rather than pursuing sustainable development objectives. This study designed a practical strategic planning framework tailored for multipurpose cooperative societies in Niger State, North Central Nigeria. A framework development methodology incorporating diagnostic assessment, participatory design workshops, and stakeholder validation was employed. The diagnostic assessment covered twenty multipurpose cooperatives in Minna, Bida, and Suleja LGAs, evaluating current planning practices, resource constraints, and strategic challenges through structured questionnaires and interviews with cooperative leaders. Participatory design workshops involving forty cooperative managers and state cooperative officers co-designed the framework structure and content. The resulting framework guides cooperatives through a simplified five-stage strategic planning cycle: environmental analysis using a cooperative-adapted SWOT framework, mission and vision clarification, strategic objective setting, annual operational plan development, and performance review. Planning templates, facilitator guides, and a cooperative-appropriate one-page strategic plan format are provided as implementation tools. The framework was validated by ten cooperative management experts and practitioners. A six-month pilot with three multipurpose cooperatives in Minna demonstrated the framework's usability, with participating cooperatives completing their first formal strategic plans within four months. The study recommends statewide adoption through Niger State cooperative support programmes.
