Professional Evaluation of Cooperative Education and Training Delivery by State Cooperative Colleges in Nigeria

The Federal and State Cooperative Colleges are mandated to provide cooperative education and training across Nigeria, but the professional quality, relevance, and reach of their training delivery have not been comprehensively evaluated at a national level. This study professionally evaluated cooperative education and training delivery by three state cooperative colleges in Ibadan (Oyo State), Oji River (Enugu State), and Kaduna, representing the South West, South East, and North West zones. An evaluation design combining curriculum review, training programme quality audit, trainee satisfaction assessment, and employer feedback methodology was adopted. Curriculum documents, programme schedules, and learning outcomes were reviewed for each college. Surveys of 150 recent trainees and 40 cooperative employers assessed training relevance and outcome quality. Expert assessment panels reviewed curriculum adequacy against ICA cooperative education standards and emerging cooperative sector needs. Results showed that curricula at all three colleges were more than five years old and had not been updated to reflect digital cooperative management, social entrepreneurship, or cooperative finance innovations. Trainee satisfaction was moderate, with 52.7 percent rating overall training quality as satisfactory. Employer ratings were lower, with only 43.3 percent describing graduate competency as meeting practical cooperative management requirements. The study recommends a coordinated national curriculum review for cooperative colleges, increased practical case study content, and joint curriculum development with the state cooperative federations.
