Developing an Ageing Population Service Framework for Lagos State

Lagos State has a significant and growing elderly population that outpaces the national average due to higher life expectancy and rural-to-urban elderly migration, and a professionally designed service framework is needed to respond to this demographic transition. This study developed an Ageing Population Service Framework for Lagos State, drawing on demographic analysis of the elderly population distribution and needs assessment across Eti-Osa, Agege, and Mushin Local Government Areas. A professional framework development methodology was applied, incorporating consultations with 16 Lagos State Ministry of Youth and Social Development officials, 8 geriatric healthcare specialists, and 10 elderly persons' community group leaders. Demographic analysis confirmed that the 60-plus population in Lagos State was approximately 714,000 persons in 2022, with projections showing growth to 1.2 million by 2035. Most elderly persons in the study lived alone or with grandchildren only, with social isolation prevalent. The framework specifies six service domains: community-based health, social care and home support, income security, elder abuse prevention, age-friendly urban infrastructure, and digital inclusion for elderly. Each domain includes service standards, financing mechanisms, and responsible agency designations. Expert review by eleven ageing policy and geriatric care specialists confirmed the framework's relevance and implementation feasibility. The study recommends Lagos State Executive submission for adoption and UNFPA technical assistance for the health care domain.
