Emergency Response Management in the Petroleum Sector: Legal Obligations and Operational Practices in Offshore Nigeria

This study examines the legal obligations and operational emergency response practices of petroleum companies operating offshore in the Nigerian Exclusive Economic Zone, assessing compliance with NUPRC emergency management regulations, IMO conventions, and Oil Spill Contingency Plan requirements. Offshore petroleum operations carry significant risk of major incidents, including well blowouts, platform fires, and large-scale oil spills, making robust emergency management a regulatory and ethical imperative. Using a professional operational audit methodology, the research reviews emergency response plans (ERPs) submitted by ten offshore operators to the NUPRC, supplemented by post-incident review reports from the NUPRC and NOSDRA from 2020 to 2024. Interviews are conducted with six offshore installation managers and four government emergency response coordinators. Findings indicate significant inconsistency in ERP quality, limited inter-operator coordination for major incidents, and inadequate government response resources. The study recommends a mandatory offshore emergency response industry mutual aid agreement and NUPRC-supervised annual emergency drills.
