Empirical Study of the Environmental Management Impacts of Industrial Free Zone Development in South East Nigeria

This study empirically examines the environmental management impacts of industrial free zone development on surrounding land, water, and community environments in South East Nigeria, with specific focus on the Nnewi Industrial Cluster in Anambra State and the Ariaria Free Trade Zone in Abia State. Industrial free zones and clusters generate intense localised environmental pressures from manufacturing effluents, air emissions, solid waste, and traffic, and understanding these impacts through empirical measurement is essential for evidence-based management intervention. Environmental baseline and impact assessment data were collected at both case sites and at matched comparison sites without significant industrial development. Surface water quality was monitored at twelve stations upstream and downstream of each industrial area. Soil samples were collected from agricultural land adjacent to each zone. Air quality was monitored using passive samplers at community receptor points. Community health survey data were collected from 160 households near each industrial zone and 80 households at comparison sites. Results confirm significantly elevated heavy metal concentrations in agricultural soils within 500 metres of the Nnewi cluster compared to the comparison site, with cadmium and chromium as the principal contaminants. Surface water quality at the most impacted downstream stations shows BOD values indicating moderate to severe organic enrichment. Self-reported health complaints are significantly higher in industrial zone communities. Management deficiencies at both sites include absent industrial park environmental management plans and inadequate effluent treatment. Recommendations include mandatory collective environmental management plans for industrial cluster developments and shared effluent treatment infrastructure.
