Energy Security Realignment in Europe Following the Disruption of Russian Gas Supplies

📖 ABSTRACT/OVERVIEW

Background: The substantial reduction of Russian pipeline gas supplies to European Union member states since 2022 has compelled a fundamental restructuring of European energy security strategy, including accelerated liquefied natural gas import diversification and renewable energy investment commitments through 2023 and 2024. Aims/objectives: This study examines how European Union member states have coordinated diplomatic and economic strategies to diversify energy supply sources while managing internal cohesion challenges arising from differentiated national vulnerabilities. Method: A qualitative policy analysis was conducted using European Commission energy strategy documents, bilateral supply agreements with Gulf and North African states, and interviews with energy security analysts during the diversification period. Results: Findings indicate that wealthier member states secured alternative supply contracts more rapidly than economically constrained members, generating intra-European tensions over solidarity mechanisms and joint purchasing platforms intended to prevent competitive bidding among member states. Renewable energy investment accelerated significantly but remained insufficient to fully offset the transitional supply gap. Conclusion: The study concludes that the energy crisis exposed both the resilience and the internal fragmentation risks of European Union collective action mechanisms. Strengthening joint procurement institutions and accelerating cross-border energy infrastructure integration are recommended to enhance future resilience against similar supply shocks affecting the broader European energy union and its member states.
