Evaluating the Role of Government Cooperative Development Programmes in Enhancing Cooperative Performance in Osun State

State government cooperative development programmes, including training grants, revolving loans, and technical assistance, are designed to strengthen the cooperative sector but their effectiveness in improving cooperative performance in South West Nigeria has not been systematically evaluated. This study evaluated the role of government cooperative development programmes in enhancing cooperative performance in Osun State. A professional evaluation design was adopted, combining programme document review, structured surveys of 200 cooperative leaders and 40 state cooperative department officers, and focus group discussions with cooperative beneficiaries in Osogbo, Ife, and Ilesha. Programme effectiveness was assessed against stated objectives, implementation fidelity, cooperative performance changes, and beneficiary satisfaction. Results showed that 58.5 percent of cooperatives had benefited from at least one state-sponsored programme in the preceding five years, primarily cooperative education workshops (67.3 percent of programme interactions) and revolving loan disbursements (41.8 percent). Cooperative performance scores were significantly higher for programme beneficiaries compared to non-beneficiaries across financial health, governance, and member service dimensions (p < 0.01). However, programme reach was geographically skewed toward urban LGAs, with rural cooperatives receiving fewer interventions. Beneficiary satisfaction was moderate, with 48.2 percent expressing full satisfaction. The study concludes that government cooperative development programmes in Osun State are effective when accessed but suffer from limited reach. Recommendations include a rural cooperative outreach quota in programme design and performance-linked continuation criteria for revolving loan disbursements.
