Rising raw material costs driven by petroleum price volatility and foreign exchange fluctuations have placed significant margin pressure on flexible packaging manufacturers in Lagos State, South West Nigeria. This study evaluates material substitution strategies employed or available to flexible packaging producers for managing production costs while maintaining product performance. A combination of financial cost modelling and technical performance testing was employed. Cost data on primary packaging polymers, adhesives, and inks were collected from 28 manufacturers through structured questionnaires. Material substitution scenarios were modelled to assess the cost impact of replacing standard polymers with lower-cost alternatives or recycled content blends. Selected substitution scenarios were validated through laboratory fabrication of substitute laminates and performance testing including seal strength, oxygen transmission rate, moisture vapour transmission rate, and puncture resistance. Results show that partial replacement of linear low-density polyethylene with recycled polyethylene at 20 percent content reduced raw material cost by 12 percent with only 7 percent reduction in seal strength, within acceptable performance tolerance for most food packaging applications. Down-gauging of oriented polypropylene film from 25 to 20 micrometres with biaxial orientation optimisation maintained barrier performance while reducing material cost per square metre by 18 percent. Co-extrusion of functional barrier layers replacing adhesive lamination was identified as a longer-term cost reduction investment with significant potential. The study provides a practical cost-performance decision framework for flexible packaging material substitution strategies relevant to Lagos manufacturers facing input cost pressures.
