Study of the Role of Nigerian Content Policy in Developing the Local Polymer and Composite Materials Industry

The Nigerian Content Development and Monitoring Board's policies require increasing local value addition in the oil and gas supply chain, with implications for polymer and composite material supply to the energy sector. This study examines the role of Nigerian content policy in developing the local polymer and composite materials manufacturing industry, assessing whether policy requirements have stimulated measurable domestic capacity growth. Secondary data from the Nigerian Content Development and Monitoring Board compliance reports and Nigeria Customs Service trade statistics for a seven-year period were analysed. Primary data were collected through structured interviews with executives from 18 companies involved in supplying polymer and composite products to the oil and gas sector in Rivers State and Lagos State. The study assessed changes in local sourcing rates, domestic production capacity additions, foreign technology partnerships, and employment generation attributable to Nigerian content requirements. Results indicate that local sourcing of polymer seals, gaskets, and composite pipe fittings increased from 12 to 34 percent over the analysis period following mandatory local content thresholds. Three new polymer compounding facilities were established in Rivers State primarily to serve oil sector procurement requirements. Foreign technology transfer agreements were established by two domestic manufacturers for specialised composite product manufacturing capability. Employment in the polymer goods sector supplying oil and gas grew by approximately 1,800 direct jobs over the period. The study recommends more ambitious local content thresholds for polymer products and enhanced technical verification of domestically supplied product quality to protect the integrity of the policy framework.
