The financing gap for sustainable transport infrastructure in Nigeria is estimated at trillions of naira annually, and closing this gap requires not only increased public expenditure but institutional innovation in financing mechanisms that can mobilise private capital and development finance at scale. This study analyses the landscape of transport infrastructure financing in Nigeria, develops a typology of innovative financing mechanisms applicable to the Nigerian context, and identifies the institutional constraints preventing their effective deployment. The research adopts a multiple embedded case study design examining five financing mechanisms: green bonds, infrastructure debt funds, value capture financing, blended finance facilities, and transport-land nexus development models. Cases are drawn from attempted or implemented financing transactions in Lagos, Abuja, and Kano. Data are collected through 55 semi-structured interviews with infrastructure investors, government officials, development banks, and regulatory authorities, complemented by transaction document analysis and comparative institutional analysis of enabling frameworks in Kenya, South Africa, and Ghana. Findings reveal that the technical design of innovative financing instruments is generally available but that institutional constraints, including land administration deficiencies, weak project preparation capacity, inadequate credit enhancement institutions, and inconsistent regulatory governance, prevent successful deployment at scale. The study develops an original Financing Enabling Environment Index for Nigerian transport infrastructure and demonstrates that institutional quality explains 67 percent of variation in financing success across case types. Recommendations address specific institutional reforms required to unlock each financing mechanism category.
