Food Security Diplomacy and International Agricultural Assistance Programs in Ebonyi State

Food insecurity in sub-Saharan Africa continues to attract significant international attention, with multilateral organizations, bilateral donors, and non-governmental actors deploying substantial resources toward improving agricultural productivity and supply chain resilience. Ebonyi State, traditionally known as Nigeria's food basket due to its rice cultivation heritage, offers a revealing context for evaluating how international agricultural assistance programs interact with local food systems and diplomatic frameworks. This study examines the implementation and outcomes of selected international food security programs in Ebonyi State between 2020 and 2024, with attention to programs supported by the Food and Agriculture Organization, the United States Agency for International Development, and the International Fund for Agricultural Development. Employing a mixed-methods design, the research combines household survey data from farming communities with key informant interviews of state agricultural ministry officials, NGO program managers, and international donor representatives. The analytical framework is drawn from food sovereignty theory and development aid effectiveness literature. The study finds that international agricultural assistance has contributed to rice productivity gains and improved seed variety access; however, post-harvest losses, inadequate storage infrastructure, and limited market linkages continue to constrain food security outcomes at the household level. The research also identifies coordination challenges between international programs and Ebonyi State's domestic agricultural development policies. It recommends demand-driven program design, stronger state government ownership, and investment in post-harvest value chains as essential for sustainable food security diplomacy outcomes.
