Food Security Diplomacy and the Black Sea Grain Initiative’s Aftermath

Background: The collapse of the Black Sea Grain Initiative in 2023 and subsequent unilateral export corridor arrangements have significantly affected global food security dynamics, particularly for import-dependent states across the Middle East and Sub-Saharan Africa reliant on Ukrainian and Russian grain exports. Aims/objectives: This study examines how the disruption of established grain export mechanisms has reshaped food security diplomacy and alternative supply arrangements among affected importing states. Method: A qualitative analysis of trade flow data, World Food Programme reports, and diplomatic statements from major grain-importing states was conducted covering the period following the initiative's collapse through 2024. Results: Findings reveal that import-dependent states pursued diversified diplomatic strategies, including expanded bilateral agreements with alternative suppliers and renewed engagement with regional grain reserve initiatives, though price volatility disproportionately affected lower-income importing nations with limited fiscal buffers. Turkish-mediated alternative corridor arrangements provided partial but insufficient substitution for the original initiative's shipping volume. Conclusion: The research concludes that the grain initiative's collapse exposed the fragility of single-channel food security arrangements dependent on conflict-affected supply routes. Diversification of import sources and strengthened regional food reserve coordination mechanisms are recommended to enhance resilience against future supply chain disruptions stemming from geopolitical conflict and climate-related production shocks affecting major grain-exporting regions.
