Heritage Commodification, Community Agency, and the Ethics of Cultural Tourism in Nigerian World Heritage Sites

Nigeria's UNESCO World Heritage Sites, including the Sukur Cultural Landscape in Adamawa State and the Osun-Osogbo Sacred Grove in Osun State, represent sites where cultural heritage, tourism economics, and community rights intersect in ways that raise fundamental ethical questions about who benefits from heritage commodification and what forms of community agency are legitimate in heritage management. This study develops an original ethical framework for evaluating heritage commodification at Nigerian World Heritage Sites and applies it through empirical research at both designated sites. The theoretical contribution is a framework for heritage ethics that integrates the rights-based approach to cultural heritage, the commons theory of shared cultural resources, and the political economy of cultural tourism to produce a multi-dimensional evaluative model for assessing whether commodification respects community agency or extracts cultural value without adequate benefit sharing. The empirical component employs multi-sited ethnographic research combining participant observation, in-depth interviews with 40 community members per site, 10 tourism operators, and 8 heritage management officials, and document analysis of management plans, benefit-sharing agreements, and tourism revenue data. The study examines how community agency is structured and constrained by UNESCO management frameworks and national heritage law at each site. The theoretical framework draws on heritage ethics, cultural property rights theory, political economy of tourism, and the postcolonial heritage literature. Findings contribute to heritage ethics, cultural tourism policy, and the literature on community rights in World Heritage management.
