Human Trafficking, Transnational Organized Crime, and Nigeria’s Bilateral Response: A Focus on Enugu State Source Communities

Human trafficking remains a deeply entrenched transnational crime that implicates both origin and destination countries in complex webs of exploitation, diplomatic negotiation, and law enforcement cooperation. Enugu State has been identified in multiple agency reports as a significant source community for victims trafficked to Europe, the Middle East, and intra-African destinations. This study examines Nigeria's bilateral anti-trafficking diplomacy, focusing on how international agreements and joint law enforcement initiatives address trafficking networks originating in Enugu State. Employing a qualitative case study approach, the research draws on interviews with officials from the National Agency for the Prohibition of Trafficking in Persons, local NGO practitioners, returnee survivors, and diplomatic mission representatives. The analysis is guided by the feminist political economy framework and the securitization theory of transnational crime. Findings indicate that bilateral agreements between Nigeria and Italy, Libya, and Saudi Arabia have yielded partial improvements in victim repatriation mechanisms but fall short in addressing the root vulnerabilities, including poverty, gender inequality, and weak community-level prevention structures, that sustain trafficking networks in Enugu communities. The research also highlights the inadequacy of existing survivor reintegration programs in providing sustainable livelihood alternatives. This study argues that effective anti-trafficking diplomacy must embed community-centered prevention and economic empowerment components alongside enforcement and prosecution frameworks. Recommendations include enhanced community liaison frameworks linking federal anti-trafficking agencies with Enugu State social welfare institutions.
