Implementation of Green Building Standards in Commercial Developments in Lagos: A Professional Evaluation

Green building certification and sustainable design standards are gaining increasing traction in Nigeria's commercial real estate market, driven by multinational tenant requirements, corporate social responsibility commitments, and rising energy cost pressures, yet the quality and consistency of their professional implementation merits critical evaluation. This study professionally evaluates the implementation of green building standards in twelve certified or sustainability-targeted commercial developments in Lagos, assessing design intent, construction quality, operational performance, and certification process management. The case study buildings include three EDGE-certified office buildings, two buildings pursuing LEED certification, four buildings incorporating sustainability features without formal certification, and three conventionally designed comparison buildings. Data collection combined technical design documentation review, physical operational audits measuring actual energy consumption, water use, and indoor environmental quality, and structured interviews with project architects, developers, and facilities managers. Results indicate a significant gap between design-stage sustainability claims and as-built operational performance in five of the nine sustainability-oriented buildings, attributable to poor commissioning, specification substitution during construction, and inadequate facilities manager orientation to sustainable systems operation. EDGE-certified buildings showed the most consistent performance alignment with design intent, attributed to the certification verification process. Energy consumption in formally certified buildings averaged thirty-one percent below non-certified comparison buildings. The study recommends post-occupancy performance verification as a mandatory component of Nigerian green building certification processes and advocates for Lagos State building approval reform to incorporate minimum energy performance requirements.
