Intergovernmental Relations and Infrastructure Development in Niger State

This study analyses the dynamics of intergovernmental relations in Niger State and their implications for infrastructure development, focusing on road construction, rural electrification, and water supply projects executed between 2017 and 2023. The management of infrastructure delivery in Nigeria requires effective coordination between federal, state, and local government tiers, yet structural tensions within the federal system frequently impede the timely and equitable provision of public goods. Using a qualitative design, the study draws on interviews with state government officials, federal agency representatives, and community development officers in five local government areas spread across Niger State's three senatorial zones. The intergovernmental relations theory and cooperative federalism framework are applied to evaluate the coordination mechanisms and conflict resolution processes that shape infrastructure project outcomes. Findings indicate that Niger State's infrastructure development has been hampered by disagreements between state and federal governments over project ownership, cost-sharing arrangements, and implementation timelines. The study documents several cases where infrastructure projects were abandoned following federal-state political disagreements, leaving communities without promised facilities. Niger State's location in the North Central geopolitical zone, with its mix of agricultural and mineral resource communities, creates distinctive demands for infrastructure coordination. Recommendations include the formalisation of joint project implementation committees, transparent cost-sharing agreements, and accountability mechanisms that protect infrastructure funding from political disruption.
