📖 ABSTRACT/OVERVIEW
Effective management of oil spill response operations in Nigeria's offshore Niger Delta demands integration of oceanographic intelligence, logistical coordination, and regulatory compliance within a compressed operational timeframe. This study examines the management frameworks governing offshore oil spill response in Nigeria, evaluating the effectiveness of tiered response structures, contingency planning documentation, and inter-agency coordination mechanisms. Data are drawn from structured interviews with 45 oil spill response professionals from exploration and production companies, the National Oil Spill Detection and Response Agency, and licensed oil spill response organisations operating in the Niger Delta between 2022 and 2024. Document reviews of approved oil spill contingency plans, post-incident reports, and NEMA emergency response records supplement primary interview data. Gap analysis identifies discrepancies between regulatory requirements under the National Oil Spill Detection and Response Agency Act and actual field response capabilities. Findings are expected to reveal persistent deficiencies in mechanical recovery equipment pre-deployment, inadequate subsea dispersant application capacity, and weak coordination between the Joint Investigation Visit process and real-time spill trajectory modelling. The study recommends adoption of a national digital spill management platform integrating satellite tracking, hydrodynamic drift modelling, and response asset inventories. Institutional reforms to strengthen the National Oil Spill Detection and Response Agency's statutory authority and operational funding are also proposed.
