Oil Spill Diplomacy, Environmental Accountability, and Transnational Advocacy in Imo State’s Oil Communities

Imo State's oil-producing communities, concentrated in the Ohaji-Egbema and Oguta local government areas, have experienced decades of environmental degradation resulting from crude oil exploration, production operations, and pipeline vandalism activities. The diplomatic and legal accountability dimensions of this environmental crisis have attracted transnational advocacy networks, international human rights organizations, and environmental justice movements that seek to hold both the Nigerian state and multinational oil companies accountable through international law and reputational pressure. This study investigates the role of transnational advocacy in shaping oil spill accountability processes in Imo State, examining how international pressure translates into domestic policy responses and corporate behavior change between 2020 and 2024. A qualitative case study methodology is employed, combining fieldwork in affected Imo communities with analysis of advocacy campaign documents, corporate responsibility reports, and Nigerian court and arbitration proceedings. The boomerang model of transnational advocacy and the political opportunity structure framework provide the theoretical lens. Findings reveal that international advocacy has successfully elevated the profile of Imo community environmental grievances in European investor and regulatory forums, contributing to improved corporate disclosure requirements for Nigerian operations. However, on-the-ground remediation progress remains critically slow, with communities reporting persistent health impacts and livelihood losses years after reported spills. The study argues that oil spill diplomacy requires a legally binding domestic framework that integrates international environmental standards into Nigerian licensing and liability regulations.
